Friday night, a strong cold front from the west will meet up with the abundant tropical moisture from TD Cindy, ushering in rounds of heavy rain and embedded thunderstorms, mainly after 10PM through roughly 4AM Saturday morning. The National Weather Service says rain will slowly move to the southeast Friday afternoon and could bring between one and three inches of rain.

The severe weather was arriving on the anniversary of torrential rains and flooding that left 23 people dead in West Virginia past year.

As a slow-moving tropical storm that formed Tuesday in the Gulf, Cindy was blamed for one death. Cindy also caused widespread coastal highway and street flooding and several short-lived tornadoes, but no other deaths.

Those rains come on top of heavy rains that fell earlier Friday, saturating the soil and making flooding more likely.
