"However, the government believes that the evolving and complex threats to Australia's security require more enduring and better integrated intelligence and domestic security arrangements", he said.

"I have made a decision to establish a home affairs portfolio of Australia's immigration border protection and domestic security agencies", Turnbull said.

The Home Affairs portfolio will be modelled after the UK's Home Office, bringing together ASIO, the AFP, Border Force, the Australian Criminal Intelligence Commission, AUSTRAC and the Office of Transport Security.

And Mr Turnbull has also announced the government would, in response to the L'Estrange review of Australia's intelligence agencies, establish an Office of National Intelligence and that the Australian Signals Directorate will also be established as an independent statutory authority.

Attorney-general George Brandis described Dutton's new role as the chief national security minister within cabinet.

Malcolm Turnbull held discussions with British counter-terrorism officials - who operate under the Home Office - in London last week, telling reporters afterwards it was "no time for set and forget" when it came to national security policy.

"Let me be quite clear, this is not a United States-style Department of Homeland Security", Turnbull said on Tuesday.

So far we've had this and Turnbull's weekend speech defending coal which may lead into public money for a power station or two strategically positioned in One Nation electorates.

"We are taking the best elements of our intelligence and national security community and making them better".

He said he expects the ministry overhaul will be completed by July next year.
