It's the ninth sanctions resolution unanimously adopted by the 15-member council since 2006 over North Korea's ballistic missile and nuclear programs.

The US is calling for an oil embargo on the North, an assets freeze on Kim Jong-un, a ban on textiles and an end to payments of North Korean guest workers. How many know there is a current "freeze" proposal on the table which the USA has rejected?

United Nations experts on Saturday said North Korea had illegally exported coal, iron and other commodities worth almost $270 million to countries like China, Malaysia, India and Sri Lanka this year. The transactions took place during the most recent six-month monitoring period that ended August 31.

Direct targeting of North Korea's nuclear weapons might seem a logical option, but US intelligence estimates that North Korea has anywhere from 30 to 60 bombs.

Ambassador Han Tae Song also lashed out at the United States during a session of the U.N.'s Conference on Disarmament, saying North Korea denounces Washington's "evil intention" and would "make sure the USA pays a due price".

"When these new stronger sanctions are added to those passed last month, over 90 percent of North Korea's publicly reported exports are now fully banned", Haley said.

"We've been through it [devastation] before", Pak said. In a clear message to North Korean threats to attack the USA, she said: "We will never forget the lesson that those who have evil intentions must be confronted".

"I could also imagine such a format to settle the North Korea conflict", she said. "We can pass information on, if they want", says Mr Toloraya.

The U.S. House of Representatives will hold a hearing on Tuesday on North Korea.

Like China, Russia shares a border with North Korea and sees it as a buffer against South Korea, a political and military ally of the US.

North Korea was condemned globally for its latest nuclear test on September 3, which it said was of an advanced hydrogen bomb.

Merkel reiterated her call for a peaceful solution while speaking to supporters on Friday. "Any threat to the United States or its territories, including Guam, or our allies will be met with a massive military response, a response both effective and overwhelming".

There have been signs, including reduced supply and skyrocketing prices, that North Korea has already started diverting oil products away from gas stations and other consumer outlets.

While public antipathy towards Koreans does not appear to have escalated in reaction to the North's latest nuclear test and missile launches, the community has been the target of abuse by Japanese nationalists after similar incidents in the past.

All this is unfolding as Russia's relations with Washington have plummeted amid allegations of interference in the U.S. elections, sanctions and tit-for-tat diplomatic expulsions.

The resolution does add new language urging "further work to reduce tensions so as to advance the prospects for a comprehensive settlement".
