The combination of steps-known internally as "waive and slap"-came as the administration nears completion of a monthslong review of its Iran policy that is expected next month, perhaps as early as October 15 when Trump must inform Congress if Iran is complying with the terms of the nuclear agreement and whether the deal remains in U.S. national security interests".

Trump's choice of words was nothing new.

The United States is expected Thursday to announce that it will extend sanctions relief for Iran under the landmark nuclear deal struck with world powers in 2015, according to USA media reports, though a decision by President Donald Trump on whether to ultimately preserve the deal has not yet been made.

On Friday, the AFP news agency reported, citing diplomats, that Tillerson was expected to hold a first meeting on the Iran nuclear deal with Zarif and other parties to the agreement - namely representatives of Britain, China, France, Germany and Russian Federation - on the sidelines of the annual gathering.

"The Parliaments of the two countries can play a very effective role in paving the way for tapping the huge potential of investment opportunities in Iran, in the areas of energy, technology, and knowledge based economy", reiterated the Head of Iran's Supreme National Security Council (SNSC) Ali Shamkhani on Saturday.

"Iran is clearly in defiance of these obligations", Tillerson said, pointing to its support of Syrian President Bashar Assad's government, cyber activity and testing of ballistic missiles.

As President Trump waffled on his most central campaign promise this week ("The wall will come later!"), he also, more quietly, sent out signals that he's backpedaling on another piece of hot campaign rhetoric.

"The administration did approve waivers in order to maintain some flexibility as we consult on Capitol Hill and among allies and partners to address the flaws in the JCPOA [Joint Comprehensive Plan of Action], and additional time to develop our policy to address the full range of Iranian malign behavior", she said.

Iran rejects that it has broken the agreement. But administration officials repeatedly have accused Iran of violating the "spirit" of the deal and undermining the goal of peace.

Russia's U.N. ambassador, Vassily Nebenzia, said Moscow's message to the United States during a likely meeting of the parties to the Iran nuclear deal next week on the sidelines to the United Nations General Assembly was to stay in the deal. Seven Iranian employees of the firms also were sanctioned.

Trump is expected to recertify Iran's compliance to the deal before October 15 as required by the US law. In fact, they would see a political system that allows one administration to make important Security Council-endorsed commitments on a crucial global issue on the worldwide plane, and the next to easily revoke that commitment in complete disregard of withdrawal procedures outlined in the agreement itself or under contemporary worldwide law. He hasn't, yet, but he has taken steps to change foreign policy towards the Islamic Republic.

However, he stopped short of saying whether he will refuse to recertify the agreement.
