According to South Korea's meteorological agency, the quake was detected near the Punggyeri nuclear site in North Korea's Hamgyong Province.

In the past, earthquakes in North Korea have indicated nuclear tests by the nation, which is now sparring with the United States over weapons capabilities.

After US President Donald Trump responded to North Korean leader Kim Jong-un's rare televised remarks, US Secretary of State Rex Tillerson clarified that Washington is still working via diplomatic channels to resolve the crisis with North Korea.

She said North Korea's continued development and testing of ballistic missiles and nuclear bombs was occurring in violation of multiple Security Council resolutions. "We have put in place the strongest economic sanctions ever to have been assembled against (North Korean leader) Kim Jong Un".

The United States Geological Survey (USGS) have said they are unable to make a decision as to what may have caused this quake on Saturday. India has said that it "deplores" North Korea's latest nuclear test, calling it a "matter of deep concern that DPRK [Democratic People's Republic of Korea] has once again acted in violation of its worldwide commitments". Kim also said that he will make the U.S. "pay dearly" for threatening his country. This was demonstrated by the 15-member Security Council which approved limits on inbound oil supplies and tighter inspections of cargo ships going in and out of its ports.

The European Union has also reportedly agreed to impose tougher sanctions on Pyongyang, in addition to the latest round recently imposed by the U.N. Security Council. "But the challenge is to decide what would be on the menu at the table and whether there's any menu that would be remotely feasible for both the United States and North Korea".

China is Pyongyang's major ally and trading partner, but in recent months has come under growing pressure to rein in its wayward neighbor.

China's total trade with North Korea was $604.27 million in August, up from $456.16 million a month earlier, data from China's General Administration of Customs showed on Saturday.

Russian Federation and China again urged adoption of their freeze-for-freeze proposal that would halt North Korean nuclear and missile tests in exchange for the US and South Korea stopping their joint military exercises.

Earlier this year, China also announced that it had suspended coal imports from North Korea for the rest of the year.

"So far, I don't know that the sanctions have had much of an impact on the average North Korean", Snyder said. Chinese Foreign Minister Wang Yi acknowledged that the United Nations resolution would affect the country's economic interests, but promised that China is prepared "to pay most of the price" for it.

On their own, sanctions will also likely fail to defuse tensions on the Korean Peninsula, McCallum said.

In a rare direct statement, Kim said that Trump would "pay dearly" for the threats, and that North Korea "will consider with seriousness exercising of a corresponding, highest level of hard-line countermeasure in history".
