When you first open the Messages app, after installing iOS 11.2, you will be taken through the setup, which includes agreeing to the terms and waiting for Apple to create a digital Apple Pay Cash card for you. This comes right after the iOS 11.1 update that added a ton of features and new iOS 11.1 Emojis. This is a very minor update that appears to be mostly bug fixes, so don't expect any new features or major changes to the operating system.
