Eric Brian Brown, 45, was charged with kidnapping Ashanti Billie, 19. Authorities believe Brown is homeless and reportedly lived at facilities and buildings on and off the naval bases, the complaint states.

"Your job is to protect this country", said Ashanti's father, Meltony Billie.

Billie was reported missing September 18 when she failed to show up for work at a restaurant on the Navy base in Norfolk, Virginia. She'd been missing for 11 days.

Billie lived in Texas, Germany, Alabama and NY, before her parents moved to Maryland where she graduated from Henry A. Wise Jr.

"How was it that this guy was allowed to roam around base?" he asked.

"I never actually pictured what he looked like beforehand", she said.

He believes that it "probably interferes with productivity in weird ways" and had some even more unsafe assertions about it. "God only knows what it's doing to our children's brains", Parker said in an Axios interview published Thursday, Nov. 9.

"It's heartbreaking because you want to protect your baby, more than anything you want to protect your children, your loved ones and to think that you were unable to, it's hard", Brandy Billie, the mother of Ashanti Billie told FOX 5. "I don't feel that he deserves the opportunity to be here".

As a retired petty officer, Brown had access to the base, court documents said. According to the Federal Bureau of Investigation records that inmate came forward and said Brown made violent comments and even said, "there ain't nothing like the first taste of blood". She was supposed to start early to prepare for a scheduled health department inspection. The vehicle could later be seen leaving the facility, though it was unclear who was behind the wheel.

The man throws an item into a trash can; construction workers later found Billie's cellphone there and turned it over to police in Norfolk.

Ashanti Billie's trousers, which were covered in dirt, were found inside the auto. It was unlocked, and the security key fob was on the passenger seat.

The body of the Art Institute of Virginia Beach student was found outside of a church in Charlotte, North Carolina on September 29. Authorities said Brown, who spent 21 years in the Navy, attended vacation Bible school at the church as a child.

"One witness recalled hearing a conversation where Brown commented directly to the victim about her 'big ass, '" the affidavit for Brown's arrest warrant said. He faces life in prison if he's convicted.
