Uncertainty prevails over the implementation of the "odd-even car-rationing scheme" in Delhi with the National Green Tribunal (NGT) on Friday asking the city government to explain why the measure should be rolled out in the Capital next week when the pollution levels, according to reports, are likely to reduce considerably.

The Delhi government, which was unhappy with the tribunal's direction of "no exemption", called off the implementation of Odd-Even rule, which was supposed to be starting from Monday, and said that they will approach the green body against seeking the expectations should stay.

Swaraj India Party's Delhi Unit Chief, Anupam said that "I am not, in principle, opposed to the odd-even scheme as and when it is required but Delhi's public transport is in shambles".

NGT directed "Odd Even scheme must be implemented in Delhi NCR as and when PM 10 crosses 300 level and PM 2.5 crosses 500".

The green panel rapped the AAP government for claiming that the decision of rolling out the car-rationing scheme was undertaken following the guidelines of the Environmental Pollution Control Authority (EPCA).

The System of Air Quality and Weather Forecasting And Research (SAFAR) initiative of the government said Delhi "may see increase in pollution levels" due to meteorological factors but the real picture would be clear after Tuesday.

It permitted the operation of industries which are providing essential services and goods like food items and medical facilities.

Delhi has been experiencing severe air quality and has been reeling under a blanket of thick haze, as pollution levels breached permissible standards multiple times. The harassment one goes through as a woman using public transport was enough to prompt me to put my savings into a depreciating asset; it wasn't just a vehicle for me, it was my independence.

Earlier the NGT had also announced that until Monday all the schools will be shut down and there will be a ban on trucks carrying construction material and on construcion sites until next notice.

The Delhi government on Monday also made a decision to work out a Standard Operating Procedure (SOP) with state-owned helicopter service company Pawan Hans for aerial sprinkling of water over the city to contain pollution.

The global permissible limit for PM2.5 - particles in air with diameter less than 2.5mm - is 25 units (micro gram per cubic metre), while for India it is 60 units.

Delhi's air, among the world's dirtiest, worsens in the winter months.
