A picture or text message can be deleted from WhatsApp chat thread and a note that reads "This message was deleted" will appear once it is done but the content is still available on the Notification History in the form of a notification. Doing so will produce a menu with "Delete" options. A Spanish Android blog called Android Jefe has actually gone ahead to actually explain the whole process on how you can actually read the deleted message via a blog post.

There are few limitations, however, that only the messages that have generated a notification on the device can be retrieved. Also, only messages for which a user has received notification can be seen.

On Android, WhatsApp messages are stored in the device's notifications list regardless if it was deleted in the app or not. So, it's just a matter of entering that record to see the messages that the other person deleted. In order for messages to be successfully deleted for everyone, both the users must be using the latest version of WhatsApp for Android, iPhone or Windows Phone. The deleted messages are stored only for some time on the device and are deleted every time you reset your phone. Moreover, it has a restriction that only the first 100 characters of the deleted message can be retrieved via this method.

To get at your phone's not-deleted deleted messages, you need a phone running at least Android 6 or 7. So if you believed that text message that you recalled after accidentally sending it to the recipient can't be viewed, then think again. So don't worry about any mistakenly sent NSFW pics that you may have deleted!
