US Drone Kills Top Pakistani Taliban Commander

- Two separate US drone strikes struck a militant compound in a northwestern tribal region of Pakistan and a vehicle in Afghanistan, killing 11 militants, mostly from the Taliban-affiliated Haqqani network, officials said Friday.

The US Treasury placed Rahman Zeb Faqir Muhammad, Hizb Ullah Astam Khan, and Dilawar Khan Nadir Khan on its blacklist of "Specially Designated Global Terrorists", in an effort to disrupt the group's ability to obtain and distribute financing.

The two-day meeting was a follow-up of discussions on Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS) - a joint action plan for cooperation in the areas of counter-terrorism and reduction of violence, peace and reconciliation, Afghan refugees' repatriation and joint economic development.

The other two are accused of acting on behalf of Shaikh Aminullah, who was sanctioned in 2009 for providing material support to al-Qaida and the Taliban. USA officials allege that he turned the Ganj seminary in Peshawar into training and recruiting base for Al Qaeda, the Taliban and LeT.

Rahman Zeb, it said, has been in charge of raising funds and materials for Lashkar-e-Taiba in the Gulf region, and helped Shaykh Aminullah travel to the Gulf in 2014. He facilitated funds transfers, including worldwide transactions, on behalf of Aminullah. "As of early 2015, Hizb Ullah provided assistance to Shaykh Aminullah during Shaykh Aminullah's travel in the Gulf. During that time, Hizb Ullah was involved with shipments of IED precursor chemicals supplied from Pakistan to Afghanistan for USA -designated terrorist groups, including the Taliban and Jama'at ul Dawa al-Qu'ran (JDQ)", it added in its statement.

"All property and interests in property of these persons subject to the United States jurisdiction are blocked, and USA persons are generally prohibited from engaging in transactions with them", the Treasury Department said.

Dilawar Khan Nadir Khan acted as Aminullah's assistant and handled his accommodations in Pakistan.
